At Herd U Needed A Home Rescue, we are passionate about finding the best homes for our rescue dogs. We mainly work with herding-type breeds such as border collies, heelers, Australian shepherds, and McNabs. However, we often rescue other breeds in need. We are a foster-based rescue, meaning we do not have a shelter. All of our dogs are placed in loving homes while they wait for their forever family to come along. Billie Flick
Billie’s family has been in the ranching business and used herding dogs her entire life (50+ years). Billie has 3 years experience as a veterinary technician and a love for dogs. She hopes to be able to help make a difference in the lives of these dogs as a HUNAH Board member.

Kelsee Cliff
I have always loved animals — all animals. Rescuing every animal was always on my agenda, even as a small child. I love dogs and especially border collies. I've been working on a family ranch in Lake County for my entire life. A big space has always been in my heart for helping animals. I want to continue helping dogs find loving homes as long as I can.

Our Team

Executive Director
Flora Steffan
Growing up, Flora watched many unwanted dogs suffer the consequences of unfathomable human behavior. She began training dogs, studying behavior issues, and trying to make a difference. Nearly 30 years ago Flora's world changed when a border collie puppy was dumped on her porch. The dog’s name was Guess, and she was the most amazing border collie! Flora thought that if amazing dogs like Guess could be dumped or unwanted, why not start a rescue for herding dogs? She decided that she would try to change things one dog at a time, and help great dogs find great homes. Since then it has been her life’s passion to focus on rescuing the herding breeds. She has been able to rehabilitate hundreds of herding dogs in need over the years. Herd U Needed a Home Rescue is now the place people call when they want to surrender their herding dog, when the shelters are full, or unplanned pregnancies happen. She loves what she does and hopes to continue to rescue for many years to come. Flora is a true voice for the voiceless.

Lori has been involved in rescue and animal shelter reform in various capacities since 2007. She has had amazing herding breed dogs as pets for over 35 years. She is pictured here with Paisley, her HUNAH alumni pup, who she and her husband adopted in 2019.
Wendy is a former HUNAH adopter (x2) turned to HUNAH volunteer. As a mother of twins heading to college the fall of 2025, she got more involved with the rescue in 2024 to keep from going crazy with an empty nest! She has a supportive husband, two dogs, Molly (border collie/heeler mix) and Echo (border collie), and two cats, Lila and BamBam.
Pam retired last year and presently lives on Whidbey Island with her husband, three adopted dogs (Max, a border collie from HUNAH; Lucy, a herding mix; and Kayla, a mini Australian shepherd), her horse (Will), and three boarder horses. Pam fostered border collies for PNWBCR between 2007-2012 until she finally gave in and “failed” one, limiting herself to three dogs. Fostering was difficult at times but placing these wonderful dogs who, for no fault of their own, were homeless, in great forever homes was one the most rewarding and fulfilling tasks she had ever undertaken. When she saw the request for an adoption coordinator at HUNAH, she felt it would be a great opportunity to pick up where she left off in 2012.






As a HUNAH volunteer, she responds to owner surrender emails. She joined HUNAH after participating in one of Flora's puppy camps in early 2022 with her then 5-month-old BC pup, Finn. She has an older border collie, Rose, and a young rat terrier, Poppy. Riding horses has taken a back seat to agility competitions but she still rides and owns four horses. She has transported HUNAH dogs a few times and fostered a few times. She has hosted all of Flora's dogs for overnights too...doggy slumber party.


Linda retired to Sisters with her husband and two rescue dogs after 30 years in the apparel industry, global sales, and owning a small business. She joined the HUNAH team simply for the love of dogs. She is inspired by the wonderful work HUNAH is doing for our furry friends. There is so much joy in finding loving and forever homes for our dogs.
Tami is an animal lover who found the perfect opportunity to make a difference by volunteering with HUNAH. She shares her home with my husband, twin daughters, two dogs, and two cats.
